To safeguard healthcare workers and protect health institutions, the Health Department has introduced the Code Grey Protocol. This initiative establishes clear guidelines on law, order, and professional conduct, ensuring a safer and more secure working environment for healthcare professionals. Through a thorough review and cross-checking of the existing protocol, the Health Department continues to reinforce its commitment to maintaining order and protecting both healthcare workers and institutions.
In the previous financial year, SHSRC-Kerala drafted a proposal for the implementation of the Code Grey Protocol and submitted it to the Directorate of Health Services (DHS). The proposal was subsequently vetted by the Health Minister and the DHS, followed by a review meeting to discuss the way forward.
Building on this momentum in the current financial year, SHSRC-Kerala prepared a list of proposed members for a State-Level Resource Group (SRG) and provided necessary directions to ensure the protocol's successful execution. This list has been submitted to the Minister's Office for review and approval.
As part of the ongoing implementation process, a meeting was conducted in the presence of health minister in this financial year. The main points of discussion and key decisions included:
Installation of CCTV surveillance and monitoring systems in all major hospitals., Formation of a centralized Command Centre, Deployment of dedicated security staff, Operational enhancements to strengthen institutional security. Additionally, SHSRCKerala was instructed to Co-opt a resource group and Finalize a comprehensive security training module. by the recommendation receive from the meeting SHSRC-Kerala proposed the following recommendations to the Directorate of Health Services for effective protocol implementation: Formation of a State-Level Resource Group (SRG), Facilitation of a comprehensive Training Needs Assessment (TNA), Development of institution-level Code Grey Protocols, Creation of toolkits, Standard Operating Procedures (SOPs), plans, and policy documents.
The proposed SRG was entrusted with the following responsibilities: Conduct a comprehensive Training Needs Assessment (TNA), Develop detailed training plans and prepare timelines for implementing training programs, Identify external agencies specializing in security management, risk assessment, or healthcare policy implementation to provide guidance and support, Prepare templates for institutionlevel Code Grey Protocols and ensure their adoption and customization by all institutions, Oversee the preparation of toolkits, SOPs, plans, and policy documents for the implementation of the Code Grey Protocol.
In response to these recommendations, SHSRC-Kerala selected 23 members from the Directorate of Health Services to constitute the State-Level Resource Group (SRG). online meeting was conducted with the SRG members to initiate the implementation process of the Code Grey Protocol.
